Complete Building Permit Guide for CDO Lot Owners

Do you already own a lot in Cagayan de Oro but feel confused about what you need for a building permit?

That is a common problem for first-time lot owners. Many people rush into design or contractor selection without understanding the permit process first. When documents are incomplete or plans are not coordinated, the project slows down before construction even begins. The City Government’s building permit page shows that applicants may need the Unified Application Form for Building Permit and Fire Safety Evaluation Clearance, plus related permit forms such as plumbing and sanitary permits.

The safest way to start is with complete documents. Current CDO checklists and local guides commonly require four copies of the application form, proof of ownership such as OCT/TCT or deed, tax declaration, and professionally signed plans and supporting documents. Some local guides also list current tax receipt or tax clearance, plus PRC IDs and PTRs of the licensed architect and engineers involved. The City’s OBO also publishes downloadable checklists and forms, which lot owners should review before filing.

Budget matters too. Recent local CDO cost guides estimate residential permit-related costs at around ₱5,000–₱10,000 for smaller homes, ₱10,000–₱20,000 for medium homes, and in some cases around ₱10,000–₱30,000 total depending on size and complexity. Barangay and zoning clearances may add more.

The smart solution is simple: prepare your lot documents early, complete signed plans first, review the OBO checklist, then file only when the package is complete.
